Gary L. Graff,
Of Counsel Gary Graff is associated with the Tuttle Law Offices in an “of counsel” capacity after retiring from a 34-year career in the Office of Chief Counsel for the U.S. Customs Service and U.S. Customs and Border Protection. For the last 20 years of his Customs career, Mr. Graff headed the agency’s field legal office in San Francisco. In that capacity, he provided legal services and advice to Customs managers and officers in California, Nevada, Utah, Hawaii, and Guam on a wide range of topics including Customs trade and commercial operations, enforcement, exports, immigration, personnel, disclosure of information, ethics, intellectual property and logistics matters. Mr. Graff also worked closely with various U.S. Attorney offices on criminal and civil cases, and with the Department of Justice in Washington, D.C. and New York on litigation involving Customs penalty, collection, and other CIT issues. During his Customs career Mr. Graff worked on many high-profile and complex Customs fraud cases. He also served as a Special Assistant U.S. Attorney and argued cases before the U.S. District Court and 9th Circuit Court of Appeals on behalf of the Department of Justice.
