President Makes Flat Panel Display Monitors Duty-Free

In a Presidential Proclamation issued June 29, 2012 (Pres. Procl. 8840) (77 FR 39885, dated July 5, 2012), President Obama amended the U.S. Harmonized Tariff Schedules to make certain flat panel display devices, wherever classified, free of duty. 

Specifically in Annex IV to Presidential Proclamation 8840, additional U.S. Note 13 was added to clarify that “[f]or the purpose of subheadings 8528.59.21 and 8528.59.31, the term “flat panel display devices designed for use with automatic data processing machines” refers to monitors that have as purpose operation with an automatic data processing (ADP) machine of heading 8471.”  The Note further provides that “[s]uch monitors need not be shown to be solely or principally for use with an ADP machine and may be capable of displaying signals or data from devices other than ADP machines.”
