DHS Announces 26 New Additions
to the UFLPA Entity List

May 20, 2024

In a Federal Register notice dated May 17, 2024, the Department of Homeland Security (DHS) announced the addition of 26 companies to the UFLPA Entity List for sourcing cotton from the Xinjiang Uyghur Autonomous Region (XUAR). Effective May 17, 2024, the date of the publication of the notice in the Federal Register, goods produced by the named 26 entities will be restricted from entering the United States.

The 26 entities added to the UFLPA Entity List are made up of cotton traders and warehouses that operate within China with the majority being outside of XUAR. By focusing on cotton manufacturers based outside of XUAR that source cotton from the XUAR, DHS is striving to increase transparency and ensure responsible companies can conduct due diligence to ensure they do not include goods made with forced labor.

Secretary of Homeland Security Alejandro N. Mayorkas stated, “Today's announcement strengthens our enforcement of the UFLPA and helps responsible companies conduct due diligence so that, together, we can keep the products of forced labor out of our country.”
