According to a note published today on the US International Trade Commission's web site, draft HTS chapters general notes, and notice to exporters incorporating amendments arising from Pres. Proc. 8097, are now available for review and downloading. They also include provisions of P.L. 109-432 and of Presidential Proclamations 8096 and 8098. The new draft tariff includes:
- Proclamation 8096 - Vietnam; normal trade relations
- Proclamation 8097 - Harmonized Tariff Schedule of the U.S.; modification under the U.S.-Australia Free Trade Agreement
- Proclamation 8098 - African Growth and Opportunity Act; beneficiary country designations
The new HTS contains several hundred amendments affecting 83 chapters and more than 240 headings. You can review these changes on a chapter-by-chapter basis by going to http://www.usitc.gov/tata/hts/bychapter/index.htm.
Based on Presidential Proclamations 8097, these updated drafts will go into effect on or about February 3, 2007, and importers and brokers will be expected to begin using the new numbers as of that date.
